    The guiding principles of KAC in its work: to coordinate the konjac-related activities in China and facilitate the realization of the industrialization of konjac production, help the formation of konjac-producing groups and accelerate its development on the international market; investigate and analyze the present status and existing problems in the major links of konjac production in China; increase the technological content of konjac products and improve their quality; disseminate konjac-related information in the country and in the world, analyze market treads and promote commerce and trade.

 

THE AIM, CONSTITUTION AND GUIDING PRINCIPLES
OF CHINESE KONJAC ASSOCIATION


    The Aim of Chinese Konjac Association (KAC) is to promote the development of konjac industry of China by uniting all people in the trade of cultivation, processing and marketing of konjac in the country, working with their collective wisdom and concerted efforts so as to incorporating China¡¯s konjac industry into the international economy.

CONSTITUTION OF KAC

    Chapter One: The status and aim of KAC

    I. Konjac Association of China is a national organization of the konjac trade in China under the jurisdiction of Olericulture Committee of China Horticulture Society.

    II. The Association is established with the intention to unite all the people involved in konjac trade of China and bring into full play the role of the trade organization so as to promote the development of scientific research and production of konjac in China.

    Chapter Two: Main Task of the Association

    III. Organize experts in the investigation, study and discussion of the major issues concerning the development of the konjac trade and offer advice and recommendations to the policy-making bodies of the government.

    IV. Organize experts of various disciplines in tackling key problems in major research projects, in developing new products and in extending and applying new technology and equipment for konjac production.

    V. Provide consulting services as requested by enterprises, closely follow the development of konjac cultivation bases, processing enterprises and sale markets so as to discover any problems in good time and offer timely services in research, technology and marketing information.

    VI. In order to accelerate the development of konjac-related science and technology, the Association is to organize activities like academic exchange and inspecting tours on a national scale, start a national konjac-related academic journal and run personnel training courses.

    VII. Establish and promote the inter-communication between konjac trade of China and its foreign counterparts and promote international academic exchange and international trade.

    Chapter Three: Organizational Structure of KAC

    VIII. The top-most leading body of KAC is its National Congress, which is to be convened every three years. The tasks and duties of the Congress are: to decide on the policies and tasks of the Association and elect its Board of Directors; to formulate or revise its Constitution; to hear and approve the working report presented by the Board of Directors; to audit the revenue and expenditure of the Association funds; and to give commendation to advanced individuals and units of the Association.

    IX. The 1st Board of Directors is formed through the nomination and election by the Preparatory Committee, and the other Boards of Directors are formed through the nomination, consultation and election by the preceding Board. There are several honorary Chairmen, one Chairman, several Vice Chairmen and Permanent Directors, one Secretary-General and several Vice Secretaries-General. The Permanent Directors are elected by the Board of Directors, and Chairman, Vice Chairmen, Secretary-General and Vice Secretaries-General are elected by the Permanent Directors.

    When the Congress is off, the Board of Directors is the leading body of the Association.

    The tasks and duties of the Board of Directors are: to implement the decisions of the Congress; to make arrangement for and carry out various activities; to examine and approve the applications of new members; to allot activity funds and supervise their use; and to prepare the convention of the next congress.

    X. Under the Chinese Konjac Association are established an Academic Department, an Industry Department, an Information Department and an Office. The Association is currently affiliated to Southwest Agricultural University.

    XI. Konjac sub-associations may be set up at the provincial, prefecture or municipal levels as needed with the approval of relevant authorities.

    Chapter Four: Members of the Association

    XII. Chinese Konjac Association consists mainly of collective members. All institutions of konjac research and development, local governments of konjac-producing areas, companies of processed konjac products, and enterprises for konjac marketing, international trade and export may be collective members of KAC as long as they abide by its Constitution, pay membership dues, and apply for its membership after their applications are discussed and approved by its Board of (Permanent) Directors.

    XIII. Specialists and entrepreneurs and all other people who have made prominent contributions to konjac research or production can be individual members of KAC as long as they abide by its Constitution and apply for its membership after their applications are discussed and approved by its Board of Permanent Directors.

    XIV. Rights of members of KAC

    All members are entitled to elect and to be elected, to participate in the activities organized by the Association and receive printed materials and journals provided by the Association.

    XV. Obligations of members of KAC

    Members of KAC have the obligations to observe the Constitution of the Association, to implement its decision and complete the work entrusted by it and to pay membership dues in time.

    Chapter Five: Funds

    XVI. The sources of funds for the Association include:

    Membership dues paid by collective and individual members;

    Subsidies from relevant authorities;

    Donations from the society, individuals and international organizations;

    Income earned by the enterprises run by the Association.

    XVII. Annual budgets are compiled by the Association Office and submitted to the Board of Directors for discussion. It shall be carried out after the Board of Directors¡¯ approval. The final accounts shall be submitted to the Board of Directors for approval. The management of the Association funds shall be subjected to the supervision of the Board of Directors.

    Chapter Six: Ratification and Revision of the Constitution

    XVIII. This Constitution is to be implemented after discussion and approval by the Congress.

    XIX. The Board of Directors of KAC is vested with authority to interpret or revise this Constitution.
